Japotech Releases a White Paper on Addressing Fiber Deployment Impasse in Kampala. To add a voice to one of contemporary challenges facing the telecom industry in Uganda, Japotech has today released a white paper titled, “Addressing the Fiber Deployment Impasse in Kampala, Uganda”. This white paper addresses the fiber deployment deadlock in Kampala, Uganda, caused by an over-reliance on congested aerial fiber networks. High pole-attachment fees, unstandardized right-of-way costs, deadweight cables, and frequent physical line cuts hamper the city's digital infrastructure development.
To resolve this impasse, the authors propose a three-part framework:
• Policy: Regulate pole-attachment tariffs, mandate deadweight cable clean-ups, and require common-user bundling.
• Operations: Transition to neutral Open-Access Providers to share infrastructure, cutting operator CapEx by 70–80%.
• Modernization: Adopt a hybrid model using underground micro-trenching for core routes alongside centralized GIS mapping to track assets.
To all industry stakeholders including telecom operators, customers, regulatory and statutory bodies, this paper is a contribution to the discourse towards finding a lasting solution to the fiber deployment dilemma in Ugandan cities and other similar environments.
